The University of Pittsburgh study of 137 pages is a nice academic exercise about bureaucratic policy changes that will become CMS policy but it presents no feasibility study or implementation plan. Just more dollars spent on another wasted academic study funded by Obama Care that the private sector is expected to implement … furthering the institutional models of the past … such as bundled payment capitated population managed care … what a joke when common sense Enterprise models for episodic management using standard cost accounting would save billions in waste and provide the true pursuit of quality of life outcomes.
Too bad all the research and demonstration projects to prove Obama Care will work could be used for getting Americans to manage their own health by having them to pay for it individually. This study predicts in 2050 what has already happened … we have socialized medicine as Medicare and Medicaid are bundling aging Ageing America into the same wasteful input system of risk pool payment versus a true output pay for results system. See my book “The Boomers Are Coming” for the details on an Enterprise Model that balances input costs with output results using outcome incentives not punitive negative incentives mandated by CMS’ failed readmission and short term hospitalization proposals.
